Meeting called to order my Matt Jennissen at 6:55 pm, Adam Brase, Grant Bauman, and Matt Jennissen present.  Absent were members Emily Fletcher, Charlie Fried, and Council Rep Kevin McDermott.

I. Letter from Dick Nelson

    a. Discussion

Letter was discussed.  It was decided that no response is justified from the parks committee.

II. Tree planting

    a. Need to look at future use of Riverwood Hills Park prior to placement of trees. Potential soccer field in River Wood Hills Park.

    b. Mark locations  Adam, Grant and Matt will meet in the next two weeks to take care of this.  Adam will determine where the drain fields are and wether or not we can plant on them.  We will use flags and mark which trees go where with those flags.

    c. O.F.D. to assist    John Stolp will have one of the water trucks sent out on the 28th to assist with watering the new trees.

    d. Equipment needed?

        1. City 4-wheeler Kent will have the 4 wheeler for us to use.

        2. Shovels

        3. Strong backs!

Adam is attempting to get a hold of Dan Fitzpatrick to ask about the large pile of mulch that is near the park.  We hope to use it to mulch the new trees.  Matt will see about putting the request for volunteers on the PI cable channel and will ask Cheryl to place it on the Oronoco website.  Adam will e-mail the past volunteers to request help.  Matt, Adam, and Grant will chip in to purchase donuts, rolls, and juice/coffee for the volunteers.  Matt and Grant will pick them up the morning of the 28th.

III. River Park

    a. Need to finish pea rock  We will do this on the 28th after planting the trees.

    b. Any other unfinished work  Grant stated there is a lot of brush and debris in and near the park.  Depending on weather, we will try to clean it up on the 28th.  Adam mentioned that the grills need to be placed, and we will look at placement and installation on the 28th.  A lock/latch was suggested for the gate at the entrance to the park.  For now Matt will find a latch and place it on the gate.  A tennis net was never purchased for River Park.  It was decided that the posts should be taken out and put in storage until 2008 when we will purchase the net.

        1. SHELTER! Kevin Cardille was contacted last week, he reported that Doug should be out there as soon as the weather clears to finish repairing the shelter.

        2. Paving of trails  Adam will contact Joe Lonzo to determine a time line.

IV. Trails

    a. Riverwood Hills new subdivision The new subdivision was discussed.  We will wait to see a plat and make recommendations at that time.

    b. Riverwood Hills Park washout Adam will discuss with Joe Palan about recommendations for the washout area and who is responsible for the repair (City, Homeowners association, or Fitzpatrick)  Adam did mention that a spillway would be a good option for repair and that would cost around $5000

        1. Future maintenance for unpaved portions  The maintenance of the unpaved trails was discussed.  It was recommended that the city look at purchasing a box blade for the 4-wheeler and a roller to pack the trails.  We also would like to see the trails get sprayed for weeds early in the season to prevent the weed infestation that we had last summer/fall on the trails through Riverwood Hills Park.  Grant suggested that the park get overseeded this spring.  We will look into cost and schedule.

V. T-ball

    a. Registration date and times Registration is April 23 5-7 pm at the Community Center.  T-ball was moved from Wed nights to Tue nights due to scheduling conflicts.  Matt will ask Cheryl to put the information on the Oronoco website.  Adam will place it on the Parks blog.

    b. Review forms  A change was suggested to the informational form.  It was decided that we would not limit the number and would add a team if necessary.

VI. Memorial Field

    a. Maintenance schedule/times  The maintenance schedule was reviewed.  We would like the field dragged on wednesday prior to the womens games.  Matt mentioned some weed growth in the infield and will contact Kent about eliminating that.  Matt also mentioned that several of the players from last year commented on the excellent condition of memorial field.  Several have stated that it was the best field they played on last year.

It was suggested that the outfield should get rolled to help level it off.  This should get done in the very near future as the ground is soft.  Matt will suggest this to Kent.

A porta potty needs to be at the field prior to May 9th.  Matt will ask the CC to approve this and have it in place by May 9th.

Matt will also bring to CC the suggestion to hire a PT person to assist with mowing.  We have a large amount of area that needs to be kept mowed and it would be nice to adhere to the maintenance schedule that was presentend in 2006.

VII. Future project?

    a. Feasability of a Frisbee disc course?  A disc golf course was discussed for the Riverwood Hills park area.  It was decided to look into it further, but that we should wait to install until Riverwood Hills 4 is added as we will have a lot more space to extend into.  All members favored this idea.  Matt will continue to research a course.

        1. Cost

        2. Layout

It was also discussed to possibly place soccer goals in the community center park area as well as the area to the west of the play structure in Riverwood Hills Park.  We will look at costs and the feasibility of this happening as there seems to be a lot of interest in having a soccer field added to the city parks.

VIII. Park Land Oridinance for new developments

    a. Current oridinance

    b. New ordinance

        1. Revisions/additions

        2. Approve

     c. Presentation to P&Z and CC

Adam will review the oridinance, make revisions and bring it to the next meeting.  We all agree that there is a need to have a more definitive ordinance on file as our city continues to grow and bring on more developments.

It was discussed to have Cheryl place on the website a need for new members.  Matt would like to see two members added to the committee.  Matt will ask Cheryl to place this on the website.

Meeting adjourned at 8:30 pm.
